The expanded "reciprocal" tariffs enacted by U.S. President Donald Trump will not apply to any goods loaded onto ships bound for the United States before 12:01 a.m. New York time on Thursday, according to guidance issued by U.S. Customs and Border Protection.
The notice, released by the federal government on Monday, outlines the implementation mechanism for the tariffs Trump announced last week, which are expected to raise duties on dozens of trading partners.
The document includes the expected exemptions for goods subject to the U.S.-Mexico-Canada Free Trade Agreement, which Trump negotiated during his first term, as well as exemptions for relief items such as food, clothing, and medicine intended for distribution as aid.
It also includes the president's threatened penalty of a 40% tariff on goods the federal government deems to be re-exported to evade each country's tariffs
